What is Council's Annual Budget?

Each year Councillors and Council officers work together to prepare an annual budget based on feedback, conversations and engagement with our community. This document shows how council rates will be spent on providing services to the community and keeping our public places safe and welcoming.

How can you help inform our Budget 2026-2027?

Council is now engaging earlier with community and stakeholders to inform the Budget. This will allow more time for Councillors to consider the submissions in detail. There will also be a submissions hearing meeting on 18 February 2026, where individuals, clubs, groups or organisations who have made a submission will have an opportunity to speak directly to Council to provide more detail and answer questions.


What do you need to know before making a budget submission?

Earlier in 2025, Council adopted a revised Community Vision 2040 and Financial Plan 2025-2035, following extensive community engagement and working with our 2024 Community Panel.

We have adapted the Budget 2026-2027 submission process to ensure that submissions respond to the revised Vision and each of the Financial Plan decision-making criteria. Learn more in the tabs below.

To help you understand which projects Council is already funding under our Long Term Infrastructure Plan, we've included a map below with links to lists of projects being planned and delivered in each suburb. We encourage you to review these projects, and ask for more information if needed, prior to making your submission.

Community Vision 2040

In 2024, our Community Panel wrote a new vision statement and four new aspirations that guide Council's priorities.

The revised Vision guides our Council and Wellbeing Plan and service delivery, and will now also guide the Budget submissions that Council receives and approves for inclusion in the Budget 2026-2027. The new statement and aspirations can be viewed below.

    Frankston City is a safe, inclusive, and caring community in which to live, work and play. Our vibrant coastal City is clean, leafy, environmentally responsible, well planned, accessible and innovative for a changing future.

  • Healthy and Inclusive Communities

    Frankston City is a place for everyone to feel proud, safe, healthy and supported in wellness. All people are recognised, supported, respected and celebrated. Our green spaces, quality health services, social support, education and community groups are accessible and inclusive. We recognise and respect the heritage and history of our First Nations peoples.

  • Natural environment

    Frankston City is committed to balancing the enjoyment of the environment with robust and sustainable land management. The community is educated on how to care for the environment, and the protection of biodiversity and the health of natural spaces is promoted. Climate change is being actively addressed, and our integrated water systems are future proofed against the challenges of our coastal region. Waste management is transparent and innovative.

  • Connected places and economy

    Frankston City is a thriving, prosperous, safe place, where people love to live, study, work and visit. Public spaces provide an extensive range of cultural, artistic and recreational pursuits. Frankston City nurtures and attracts innovation and investment and is known for its diverse educational and business opportunities. It's well-connected, with a network of easy to access, progressive and resilient infrastructure.

  • Council performance and leadership

    Frankston City Council communicates honestly and transparently with our communities and advocates for people of all abilities and backgrounds. Council is trusted and well governed and uses its resources in an accountable and sustainable manner. Councillors and Council work as a team to prioritise the community's interest through programs of ongoing engagement.

Financial Plan 2025-2035

Council will review Budget 2026-2027 submissions against the decision-making criteria in our revised Financial Plan.

This criteria (shown below) was developed in partnership with our Community Panel in 2024. Each submission will need to respond to each criteria to help ensure that Council's decisions and future investments reflect the values and priorities of the people who live, work and contribute to Frankston City.

What projects are already planned?

Council's Long-term Infrastructure Plan (LTIP) sets out infrastructure projects and initiatives that the Council will deliver in the next 10 years. We have listed these projects below to help you understand what is already planned, and does not need to be requested for funding in a Budget submission.
