The Community Grants Policy sets out how Council supports individuals and community organisations through the Community Grants Program. Its purpose is to provide a clear, consistent framework for how grants are created, planned, assessed, awarded, monitored - ensuring public funds are used effectively and fairly.

The draft Community Grants Policy is a revised policy. It was last reviewed four years ago. Since then, community needs and best‑practice standards have evolved. This review updates the policy to reflect those changes and strengthens how we manage grants across the full cycle.

The following legislation has informed the update of this policy:

  • Associations Incorporation Reform Act 2012.
  • Child Safe Standards
  • Emergency Management Victoria Act 2005 (Vic)
  • Gender Equality Act 2020 (Vic)
  • Local Government Act 2020 (Vic)
  • Public Health and Wellbeing Act 2008 (Vic).

The draft Policy outlines guiding principles that underpin the administration of the Community Grants Program. These principles are informed by legislative obligations and recognised public sector governance standards applicable to Victorian local government.

Engagement purpose

The purpose of community engagement on the draft Community Grants Policy is to check that it clearly explains the general principles, administration and budget allocation process to Council's Community Grants Program.

Engagement dates

Community engagement is open for feedback from 26 May to 25 June 2026.

Engagement methods

Participants are invited to review the revised policy and answer a short survey, including a space to add free text comments.

Participants can also contact the project team directly by phone or email using the contact details published on the project page.

The policy can be reviewed in several ways:

  • View the document on a webpage (no download required)
  • Download a PDF copy of the policy to view on a device or print at home
  • Telephone the project team to ask questions and discuss the policy document

Participants have access to the following supports:

  • Language translation tool on the Engage Frankston page
  • Contact the project team by phone or email to discuss the document and provide feedback
  • Make use of Councils interpreter service or the National Relay Service

Council promoted the project to reach interested community members by:

  • Sending a new project notification email to Engage Frankston members with a registered interest in "Council business and finance".
  • Including an article about the Policy in relevant Council newseltters.
