Why do we need a loan borrowing policy?
The Loan Borrowing Policy guides Council on how it should undertake borrowing in a way that minimises risk, stays within borrowing limits set by the Policy, and maintains sound fiscal management principles. It aims to provide Council with the flexibility to respond to funding requirements while making decisions about spending with future generations in mind. It also requires Council to publicly report and disclose loan information.How will your feedback be used?

The revised Borrowing Policy is designed to set the parameters for Council to undertake borrowings without compromising the application of sound fiscal management principals.
Yes. Under the Local Government Act 2020 (the Act), section 102 (1), Councils must prepare and adopt financial policies that give effect to the financial management principles, as set out in the Act under section 101.
The Policy is guided by the Connected Places and Economy Theme of the Council and Wellbeing Plan 2025-2029 and financial management principles, as outlined in the Act.

Engagement purpose
The purpose of community engagement on the revised Loan Borrowing Policy was to check that it clearly explains the key principles, borrowing limits and thresholds, borrowing structures and lending institutions, and reporting requirements.
Engagement dates
Community engagement is open for feedback from 11 February to 15 March 2026.
Engagement methods
Participants are invited to review the revised policy and answer a short survey, including a space to add free text comments.
Participants can also contact the project team directly by phone or email using the contact details published on the project page.
The policy can be reviewed in several ways:
- View the document on a webpage (no download required)
- Download a PDF copy of the policy to view on a device or print at home
- Telephone the project team to ask questions and discuss the policy document
Participants have access to the following supports:
- Language translation tool on the Engage Frankston page
- Contact the project team by phone or email to discuss the document and provide feedback
- Make use of Councils interpreter service or the National Relay Service
Council promoted the project to reach interested community members by:
- Sending a new project notification email to 426 Engage Frankston members with a registered interest in "Council business and finance" and
- Including an article about the Policy in the Frankston City eNews.
