Four-year initiatives:

  • Increase urban forest

    Increase urban forest and canopy coverage to create a greener and cooler city

    What we will do in 2023-24:

    1. Implement year 4 actions for Council's Urban Forest Action Plan
    2. Plant 20,000 additional trees as part of the annual municipal wide planting program
    3. Ensure operational resources align with urban forest growth & conduct independent service review to ensure best practice levels of service.


  • Protect and enhance natural & coastal environments

    What we will do in 2023-24:

    1. Develop Coastal Marine Management Plan & implement year 1 actions
    2. Implement Biodiversity Action Plan year 3 actions
    3. Deliver Native Vegetation Offset Program
    4. Maintain & improve natural & coastal reserves
    5. Review & update priority open space master plans
    6. Develop & implement monitoring for park tree maintenance.


  • ​Take action to lessen severity of climate change

    Lessen the severity of climate change through actions that enable Council and the community to reduce greenhouse gas emissions

    What we will do in 2023-24:

    1. Implement year 1 actions for Climate Change Strategy and Action Plan including Regional Electric Vehicle Charging Roadmap
    2. Ensure Environmentally Sustainable Design principles are achieved for new developments, buildings, public realm and places
    3. Implement energy efficient upgrades to Council assets
  • Minimise waste and improve recycling

    Improve recycling, minimise waste generation & establish landfill alternatives

    What we will do in 2023-24:

    1. Progress advanced waste processing procurement
    2. Deliver & educate on standardised 4-bin kerbside collection
    3. Implement Waste Circularity Plan year 1 actions
    4. Increase kerbside food waste uptake & extend to multi-unit developments
    5. Implement kerbside glass collection & food waste minimisation initiatives



  • Increase opportunities with native flora & fauna

    Increase opportunities to experience native flora and fauna

    What we will do in 2023-24:

    1. Support Frankston Environmental Friends Network
    2. Deliver annual environmental programs, such as National Community and School's Tree Day and Gardens for Wildlife, to promote behavioural change and positive environmental outcomes
    3. Ensure reserves are accessible while still protected


  • Improve water management

    Improve the management of water, including flooding risk, water quality of creeks and waterways and the efficient use of water

    What we will do in 2023-24:

    1. Progress Monterey Recycled Water project through design, and commence construction in partnership with keystakeholders
    2. Develop a Frankston Flood and Stormwater Management Framework, and commence implementation of key actions
