It outlines the principles and procedures that guide decision-making, roles and responsibilities of stakeholders and reporting requirements. This policy aims to ensure continued trust in the program by demonstrating a commitment to integrity and responsible management.How will your feedback be used?
We invite you to review the new Business Grants Policy and provide feedback that will be used to refine the policy before it is presented to Council for adoption. The Draft Policy is guided by Council's Governance Principles, and the Connected Places and Economy Theme of the Council and Wellbeing Plan 2025-2029.

Engagement Overview
Engagement Purpose
The purpose of community engagement on the new Business Grants Policy was to check that it clearly explains the proposed business grant principles, how grants are promoted, and grant recipient eligibility criteria and conditions.
Engagement Dates
Community engagement was open for feedback from 5 October to 5 November 2025.
Engagement Methods
Participants were invited to review the revised policy and answer a short survey, including a space to add free text comments.
Participants could also contact the project team directly by phone or email using the contact details published on the project page.
The policy could be reviewed in several ways:
- View the document on a webpage (no download required)
- Download a PDF copy of the policy to view on a device or print at home
- Telephone the project team to ask questions and discuss the policy document
Participants had access to the following supports:
- Language translation tool on the Engage Frankston page
- Contact the project team by phone or email to discuss the document and provide feedback
- Make use of Councils interpreter service or the National Relay Service
Council promoted the project to reach interested community members by:
- Sending a new project notification email to 426 Engage Frankston members with a registered interest in "Council business and finance" and
- Including an article about the Policy in the Business eNews which is sent to over 12,000 businesses.
Engagement Results
During the engagement period, the Engage Frankston page was viewed 43 times.
The revised policy document was downloaded 17 times and viewed on Issuu 16 times.
One (1) participant chose to complete the online survey. The participant (a resident) strongly agreed that the Policy clearly explained the proposed business grant principles, how grants are promoted, and grant recipient eligibility criteria and conditions. They did not provide any free text responses or request an update or to speak at the Council meeting.
Next Steps
The revised complaints policy will be presented for adoption to Council on 8 December 2025.
