The policy establishes a governance, probity and accountability framework for authorised travel undertaken by Councillors whilst performing the role of a Councillor. It ensures such travel:
  • Aligns with the functions, duties and conduct obligations of Councillors under the Local Government Act 2020.
  • Delivers a clear public benefit and measurable outcomes for the municipality.
  • For interstate and international travel, is approved through a transparent Council resolution and administered consistently with Council policies and frameworks.
  • Manages risk, safety, and cost effectively, including Department of Foreign Affairs and Trade (DFAT) advisory considerations, insurance, data security, and international roaming controls.

This is a new policy and is designed to provide an outline of the principles and procedures to be followed when Councillors undertake travel while performing the role of a Councillor.

No, this Policy is not a legislative requirement.

No, there are no prescribed principles. However, the policy does align with the requirements under the Local Government Act 2020, DFAT SmartTraveller guidelines, Model Councillor Code of Conduct and Council policies.

The Councillor Travel Policy provides a framework for Councillors to undertake travel that delivers clear outcomes that advance Council's adopted strategies, policies and services with a demonstratable community benefit.

Engagement purpose

The purpose of community engagement on the draft Councillor Travel Policy was to check that it clearly sets out how travel undertaken by Councillors as part of their official role is approved, managed, and reported.

Engagement dates

Community engagement is open for feedback from 10 April to 10 May 2026.

Engagement methods

Participants are invited to review the revised policy and answer a short survey, including a space to add free text comments.

Participants can also contact the project team directly by phone or email using the contact details published on the project page.

The policy can be reviewed in several ways:

  • View the document on a webpage (no download required)
  • Download a PDF copy of the policy to view on a device or print at home
  • Telephone the project team to ask questions and discuss the policy document

Participants have access to the following supports:

  • Language translation tool on the Engage Frankston page
  • Contact the project team by phone or email to discuss the document and provide feedback
  • Make use of Councils interpreter service or the National Relay Service

Council promoted the project to reach interested community members by:

  • Sending a new project notification email to Engage Frankston members with a registered interest in policies.
