Why do we need a Guarantee of Community Loans Policy?
Frankston City Council values and recognises the role of community and sporting groups within the municipality and endeavours to support them in a variety of ways.
This policy aims to provide a structured way for Council to provide non-financial support for local communities and sporting organisations. It aims to support the delivery of capital projects that will ultimately be owned or managed by Council, that provide a clear and measurable benefit to the community.

The Guarantee of Community Loans Policy is a revised policy and is designed to provide guidance in assessing and deciding whether to guarantee loans provided to community organisations by financial institutions.

Engagement purpose
The purpose of community engagement on the revised Guarantee of Community Loans Policy was to check that it clearly explains the general principles that must be applied when assessing the guarantee of community loans, the criteria in which the applications are assessed and the documentation required when community organisations apply for loan guarantees.
Engagement dates
Community engagement is open for feedback from 11 February to 15 March 2026.
Engagement methods
Participants are invited to review the revised policy and answer a short survey, including a space to add free text comments.
Participants can also contact the project team directly by phone or email using the contact details published on the project page.
The policy can be reviewed in several ways:
- View the document on a webpage (no download required)
- Download a PDF copy of the policy to view on a device or print at home
- Telephone the project team to ask questions and discuss the policy document
Participants have access to the following supports:

- Contact the project team by phone or email to discuss the document and provide feedback
- Make use of Councils interpreter service or the National Relay Service
Council promoted the project to reach interested community members by:
- Sending a new project notification email to 426 Engage Frankston members with a registered interest in "Council business and finance" and
- Including an article about the Policy in Frankston City eNews.
