The Investment Policy aims to guide how Council invests any surplus money with financial institutions so it can earn extra income while keeping financial risks low. This helps Council make the most of community resources while still having enough funds available to run daily services and operations.The policy aims to ensure Council follows all legislative investment restrictions, and outlines how Council reports on investments, so the community can see how funds are being managed and feel confident in its financial stewardship.Your input will help refine the policy before it is presented to Council for adoption. The draft Investment Policy is a revised policy and is designed to provide investment principles and guidance when investing funds with financial institutions.

Engagement results

Council received one (1) contribution from a resident during the engagement period.

The feedback disagreed that the draft Policy clearly outlined investment principles and explained how funds are invested, while agreeing that the draft policy clearly outlined risk management guidelines.

The participant also stated that:

"I believe the Council should not be permitted to invest through third parties. The investment policy needs to be rewritten to ensure
greater transparency and to remove broad, ambiguous language that leaves room for interpretation. In particular, the sections relating
to ethics and conflicts of interest should be clearly defined, with specific standards and accountability measures outlined."

Engagement purpose

The purpose of community engagement on the Investment Policy was to check that it clearly explains the general financial principles on how and when Council can invest funds, the risk management guidelines, and the reporting mechanisms associated with investments.

Engagement dates

Community engagement was open for feedback from 11 February to 15 March 2026.

Engagement methods

Participants are invited to review the revised policy and answer a short survey, including a space to add free text comments.

Participants can also contact the project team directly by phone or email using the contact details published on the project page.

The policy can be reviewed in several ways:

  • View the document on a webpage (no download required)
  • Download a PDF copy of the policy to view on a device or print at home
  • Telephone the project team to ask questions and discuss the policy document

Participants have access to the following supports:

  • Language translation tool on the Engage Frankston page
  • Contact the project team by phone or email to discuss the document and provide feedback
  • Make use of Councils interpreter service or the National Relay Service
