Jubilee Park Masterplan Project Update - December 2022

Frankston City Council is redefining Jubilee Park into a major hub for regional and women’s sport while also providing improved local open space amenity. Jubilee Park Indoor Stadium

The new Jubilee Park Indoor Stadium is under construction, and features six multipurpose indoor courts including a 1,000 seat show court, elite training facilities, female friendly change rooms, and a crèche for players and spectators.

The first stage of new stadium carpark is complete and has been available for public parking since April 2022. The carpark will be fully completed along with the new stadium in 2023.

As of December 2022, the new stadium is 70% complete.


Hill Street access road

Construction of the realigned Hill Street access into Jubilee Park are well progressed with the roadways and car parking spaces now formed. These works incorporate:

  • 63 asphalt paved car spaces, including two accessible car spaces at the Kevin Collopy Pavilion end
  • 20 gravel parallel car parking spaces as overflow parking along the existing Hill Street access road
  • Improved access and traffic flow to the Kevin Collopy Pavilion and adjacent playground
  • Car park lighting to illuminate the roadway and adjacent pathways, improving night time safety for park users

These works required the demolition of the existing public toilets adjacent the east side of the AH Butler Oval. Alternative public toilets are available adjacent the existing netball courts. New public toilets will be incorporated into the redevelopment of the Kevin Collopy Pavilion project.


Trotting Track Oval

Construction of a new sports field oval, known as the Trotting Track Oval, is also progressing well, including associated retaining walls and oval formation. This third oval at Jubilee Park will be used for football training and games as well as a premier women’s cricket training and competition ground.

Works on the Trotting Track Oval are expected to be completed by March 2023, with time then allocated for the grass to establish. The oval will be available for sports use in approximately May 2023.

Surplus soil from the newly formed Trotting Track Oval has been moved and shaped along the northern side of the John Coburn Oval. This area will be sown with grass and will provide overflow car parking during peak sporting fixtures in the future


Kevin Collopy Pavilion

The redevelopment of the Kevin Collopy Pavilion has been delayed with an expected start time of July 2023. The renovated and extended two-storey pavilion will include female friendly and Disability Discrimination Act 1992 (DDA) compliant facilities and amenities. This will service two local sports clubs and provide sporting opportunities to strengthen female participation.


Vegetation management

The vegetation management program has started, and will improve the conditions of existing remnant native vegetation, largely in the northern portions of the reserve. The first stage of revegetation and replanting works have now been completed.

Further replanting works will be completed in stages over the next two years.
