What upgrades are proposed?

Lipton Reserve is identified as a local minor level play space which is intended to service the immediate local area (400m walking catchment) for regular short-term stays (up to an hour).

As a local minor level play space, with a shorter stay time, the upgrade is focused on providing play activities for pre-school and junior ages.

The proposed upgrade includes:

  • Play tower
  • Swings including a basket swing
  • Tactile play experience
  • Seating
  • Canopy tree planting and improved landscaping
  • Investigating a potential new footpath connecting Lipton Drive to Lee Street.

How did we promote the engagement?

During the engagement period, we promoted this project to the local community. This included:

  • Email notification sent to 786 Engage Frankston subscribers - 14 April 2025
  • Signage installed at the reserve - 15 April 2025
  • Letters to surrounding properties - 22 April 2025


Engagement Results

A total of 57 responses were provided about the draft concept plans. Of these, 52 participants had a clear link to Lipton Reserve as a potential user of the play space or open space, with 5 participants having no immediate link to the space. Results are presented below.

Most participants said they liked the look and feel of the proposed upgrades, with 82% responding 'yes' to this question.

What features are most important to you for this upgrade at Lipton Reserve?

The most supported features were a triple swing with basket swing (33 votes), Landscaping and canopy tree planting (31 votes), and to investigate a new footpath connecting Lipton Drive to Lee Street (31 votes).

Council is considering the opportunity to provide a new footpath connecting Lipton Drive to Lee Street, through Lee Reserve. This would require investigating how the path can best work around the stormwater retarding basin, existing trees and other site conditions. Is there anything that you think Council needs to consider if it explores this new footpath connection further?
