What are we proposing?

Frankston City Council is proposing to redevelop the current sports lighting at the following Frankston City reserves:

  • Monterey Reserve, Frankston North - Pitches 1, 2 and 3
  • Seaford North Reserve - Pitches 1 and 2.

These projects will be submitted for funding at the end of October 2021, through the Sport and Recreation Victoria (SRV) World Game Funding.


Why are we proposing to do this?

In 2019, a Sports Lighting Audit was conducted by Council, which identified the current lighting at Monterey Reserve and Seaford North Reserve as being in poor condition and not meeting Australian Standards.

We want to provide a safe environment for soccer club night training, including juniors and women’s teams and support the growth of soccer participation for our community.


About the Reserves

  • Located along Monterey Boulevard, Frankston North 3199
  • Home to the Pines Soccer Club
  • One of the largest sporting reserves in Frankston North

Lighting issues identified:

  • Grounds are experiencing overuse and uneven wear, due to the limited sports lighting.
  • Limited training times as identified by Club, which are impacting on the ability to meet current demands.
  • Pitch 2
    • Has lighting that is not compliant with the Australian Standard.
    • Has glare issues.
    • Has light poles that are too low.
  • Pitch 3 is currently not lit.
  • Located at 50 Railway Parade, Seaford VIC 3198.
  • Home to the Seaford United Soccer Club.
  • One of the largest sporting reserves in Seaford.

Lighting issues identified:

  • Grounds are experiencing overuse and uneven wear, due to the limited sports lighting.
  • Limited training times as identified by Club, which are impacting on the ability to meet current demands.
  • Timer lighting pole rated as 3 (1 good - 5 poor).
  • Pitch 1 and 2 have low levels of lighting.
