Ensuring all families can access high quality early years services.
We're updating our Municipal Early Years Plan to strengthen how we support children aged 0–6 and their families. We want to understand your vision, your experiences, and what you believe young families need from local services. Your insights will guide how Council plans and delivers services, programs and infrastructure over the next four years.
The Municipal Early Years Plan 2026–2030 (MEYP) will be Council’s new strategic plan for supporting children from birth to school age, along with their families and caregivers. The MEYP will outline how Council will plan, deliver, support, and advocate for early years services over the next four years.
The Plan will align with key state and national directions, including the Victorian Early Years Learning and Development Framework and the Child Safe Standards, ensuring our approach reflects best practice and supports the wellbeing, safety, and development of all children.
Through the MEYP, Council aims to ensure every child has the best possible start in life by:

Council offers a wide range of services for families with children aged 0-6 years - from health checks and playgroups to parenting programs and early learning.
Explore the services below and then tell us what you think in our Online Survey. Are they meeting your needs? Is anything missing? If you didn’t know some of these existed or have ideas for improvements, we’d love your feedback. You can also share on our Vision Board what you think helps young children thrive.
Frankston City’s Maternal and Child Health Service provides free health and development checks, support and advice for families with children from birth to school age.
Specialised breastfeeding support is available through qualified Maternal and Child Health nurses to help parents with feeding, positioning and early challenges
First Time Parents Groups offer new parents a welcoming space to learn, share experiences and build connections during their baby’s first months.
Council provides free, scheduled childhood immunisations delivered by accredited nurses as part of the National Immunisation Program.
Supported playgroups help families build their children’s social, emotional and early learning skills through play‑based activities facilitated by trained staff. They also give parents and carers the chance to connect with other local families and build supportive social networks.
Mahogany Rise provides an inclusive, play‑based early learning environment for children from birth to school entry, offering three- and four-year-old kindergarten, integrated Maternal and Child Health support and strong links to Mahogany Rise Primary School.
Council's Central Registration system provides a process for families to apply for funded three- and four-year-old sessional kindergarten across the municipality.
Council recently updated the Kindergarten Central Registration Protocol after receiving a community petition and feedback from local families. The changes include stronger sibling priority, continuity from three‑ to four‑year‑old kinder, and the option to nominate up to three preferences — creating a fairer and more consistent system.

A home visiting service that supports families experiencing sleep and settling challenges with infants and toddlers, offering gentle guidance and practical strategies to help improve routines and wellbeing.

You can email your completed paper activities to engagement@frankston.vic.gov.au, or drop them in to a Frankston City Council customer service centre, library or community centre.
We can also publish your children's activity on this page if you'd like!
Children will be engaged through their playgroup or kindergarten sessions with their regular facilitators. Parents/carer will receive a flyer to explain the activities.
Our Early Years and Community Engagement teams will also be chatting one‑on‑one with families at early years services such as immunisation and Baby Makes 3 sessions to hear from a wide range of community members.
