About this project

We're updating our Paths Development Plan to help Council identify and prioritise the new paths it should fund and construct over the next five years. We've already heard some great suggestions from our community (shown in our online map and list) and are now inviting you to vote on these and share more ideas.

We care about making sure our community has access to the footpaths and shared paths we need for recreation, exercise and essential access to schools, shops and workplaces.

Council already manages close to 1,000 kilometres of formed paths across 24 neighbourhoods to meet these needs - and we want to offer our community even more.

How will your input help shape an updated Paths Plan?

Following this engagement Council will draft a new Paths Plan to replace the current 2020 version. The key updates in the draft will include the following, and be guided by Stage 1 community engagement input:

The new Paths Plan will include an updated priority list of footpath projects. The list will include:

  • Paths from the 2020 Paths Plan that have not yet been constructed
  • Additional paths requests received between 2020-2026, including as part of this engagement.
  • Paths proposed in Council Reserves that may be considered as part of a Master Plan process

The paths that have already been planned and requested are shown in our online map in orange, yellow and pink respectively. We encourage the community to add a marker to vote on these proposed paths or add a new path request.

Council has constructed 21 paths from the 2020 Paths Plan.

The 2020 Paths Plan identifies and prioritises path projects that provide access, as opposed to paths primarily used for recreation or leisure.

It includes all paths that are within Council’s responsibility, outside of the Frankston Major Activity Centre (FMAC). Planning for the pathway network in the FMAC will occur in conjunction with strategic land use planning enhancement projects.

The updated Paths Plan will include two broad categories of projects:

  • Paths in roads and streets (includes footpaths and shared-user paths (SUPs))
  • Paths located in Council Reserves

Locations that align with the proposed Frankston City Bicycle Network (in the Bike Riding Strategy) would be considered as SUPs.

To meet community expectations, Council is committed to planning, constructing, and maintaining good quality paths throughout the City.

The Paths Plan uses a multi-criteria assessment (MCA) for assessing and ranking new footpath projects with consideration given to:

  1. Pedestrian Safety
  2. Connectivity
  3. Strategic Alignment
  4. Community Demand

This provides a systematic framework for prioritising new projects and proposing projects for implementation through future Council annual budgets and the Long Term Infrastructure Plan.

While the Paths Plan is not a fixed plan, it is a starting point for the future planning and completion of Frankston City’s pathway network.
