Why do we need a Philanthropic Partnerships and Sponsorships policy?
Council has a responsibility to deliver programs, services and infrastructure that achieve positive and sustainable outcomes for the municipal community. In addition to its core service delivery, Council conducts and supports a range of initiatives, events and activities, including community, cultural and economic development programs.
This policy establishes a clear, ethical, transparent, and risk-based governance framework for entering, managing and evaluating philanthropic partnerships and sponsorship arrangements, whether initiated by Council or external organisations.
The Policy ensures that all arrangements:
- Align with Council’s strategic objectives and public interest obligations
- Deliver demonstratable community value
- Are managed consistently, professionally and in a transparent manner to comply with relevant legislation, Council policies and good governance practices.

The draft Philanthropic Partnerships and Sponsorships Policy is a new policy and is designed to establishe a clear, ethical, transparent and risk-based governance framework for entering, managing and evaluating philanthropic partnerships and sponsorship arrangements.

However, the policy establishes good governance practices and is guided by the Local Government Act 2020 governance principles, supporting transparency, ethical decision‑making, risk management and accountability in how Council manages sponsorships and philanthropic partnerships.

Engagement purpose
The purpose of community engagement on the Philanthropic Partnerships and Sponsorships Policy is to seek feedback on the key principles, types of arrangements available, the process for applying for sponsorships or partnerships and the reporting measures to be implemented.
Engagement dates
Community engagement is open for feedback from 6 May to 7 June 2026.
Engagement methods
Participants are invited to review the revised policy and answer a short survey, including a space to add free text comments.
Participants can also contact the project team directly by phone or email using the contact details published on the project page.
The policy can be reviewed in several ways:

- Download a PDF copy of the policy to view on a device or print at home
- Telephone the project team to ask questions and discuss the policy document

Council promoted the project to reach interested community members by:
