Council votes against proposed differential rate

In February-March 2026, Council asked for your feedback on a proposed differential rate on long-term vacant commercial properties within Frankston’s city centre. Thank you to all of you who took the time to engage with us and add your voice to the discussion 🙏

The proposal was put forward in an effort to fill long-term vacancies in commercial properties in the Frankston city centre, generating spending and economic growth, while also helping to improve its look and feel.

At the 20 April Council meeting, Councillors voted against progressing this proposal.

While a number of factors were considered, Council listened to the majority (59%) of residents, business owners, and commercial property owners who opposed the proposal during this engagement.

When we ask for community feedback and for you to have your say on new ideas and proposals, it’s not just a tag line; we mean it, and as you can see with this outcome, your voice really does matter 🤝

Council will not progress with proposed changes to its Revenue and Rating Plan 2025-2029, and the Plan endorsed in June 2025 still stands.
