Community engagement on Langwarrin kinder
Engagement outcomes
An estimated total of 514 people participated in community engagement activities in 2022-2023, including:
- 290 online surveys
- 32 environmental mapping activity contributions
- 25 responses to a traffic question on the engagement portal
- 122 emails written to Council
- 22 hand written letters
- 23 at Community drop-in sessions.
- A petition with 1751 signatures was also received by Council at the 30 January 2023.
Council engaged an independent consultant to review and analyse the findings of the engagement on the proposed Long Street Reserve location, and a detailed Engagement Report was published.
Following a review of the community engagement results, Council determined that it needed to identify a different proposed site in Langwarrin. The decision not to proceed with the Long Street Reserve site was made after careful consideration of several factors, including site suitability and community feedback. Most respondents (54.9%) opposed the proposed kindergarten at Long Street Reserve.

Engagement process
Following analysis and feasibility studies of several sites across Langwarrin over the past 12 years, Council undertook a range of engagement activities in 2022-2023 to seek the community’s feedback on location for a new Langwarrin kinder, including face-to-face community pop-ups, an online survey, and map contributions.
Following a review of the community engagement results, Council determined that it needed to identify a different proposed site in Langwarrin. When the opportunity to explore the Langwarrin Community Centre option came up, Council investigated a range of traffic, parking, and feasibility assessments to determine the site's suitability. Council also carefully considered the community’s feedback during engagement on the Long Street Reserve in its review of the suitability of the Community Centre. The Community Centre reflected the community’s preference for:
- The kindergarten to be co-located with other community services and existing infrastructure
- Minimising the loss of open space/biodiversity/wildlife/vegetation
- Minimising impact on traffic and parking.
Information about the Long Street Reserve proposal
Long Street Reserve was selected in 2022 as a proposed site for a future Child and Family Centre because it is located very close to a Maternal and Child Health Centre and pre-school which need to be relocated.
Long Street Reserve has existing walking paths, trees and a playground. Two concept designs have been created, that:
- Give the community a say in where the public playground should be on the site and how it should be designed.
- Protect and feature many of the existing trees and native vegetation.
- Retain green open space and pedestrian access through the reserve between Long Street, Alcon Court and Pamela Place.
- Discourage street parking by providing a car park on site. Options for bike, scooter and pram parking are also being considered.
- Promote Long Street as the main entrance for the site by locating the car park and main entrance on the Long Street side of the building.
